The symbols in this are actually an old Illuminati secret alphabet. You basically draw a tictactoe and each of the fields represents a letter, starting with A in the upper left and going from left to right, first then second then third row, to i. the shape of the lines surrounding the field is the letter. Then another tictactoe, this one with a dot added to each field is the next part of the alphabet. And then another one with two dots per field. Easy as that.

Those cogs were probably meant to go on the symbols that you kept using the key on to get you the solution to the combination lock. I bet anything that you're supposed to attach those cog to the symbols via magnets, and whichever ones they latch onto is the solution to the cog combination.
